Is Malaysian Police & Immigration Officers Taking Bribes From Nigerians?

Is Malaysian Police Taking Bribes From Nigerians? I read in local paper in NSTP as well as the Star about the news on Private colleges in Malaysia issue student visas to the world Famous con mans " NIGERIANS" for fast profit recently... I see daily at a steamboat restaurant at Bandar Puteri 7, a group of Nigerians(mostly old fellows) daily comes in luxury cars drinking large quantity beers spending so much money. My question is, if this Nigerians are students, how come they are daily drinking large quantity of beers and alcohol especially at a Steamboat restaurent at Bandar Puteri 7 ( beside Nathan's corner) , at Taman Bandar Puteri? If they are students how come so many of them look so old above 30-40 years Old? Last week, I read an article published in a Malaysian paper that few Nigerians was arrested for having drugs. How come these Nigerians can buy new cars and spend so much money drinking beers when we Malaysians finding difficult to pay installments during this hard time? If they are students, how come they are sitting at bus stops and cyber cafes sending scam emails cheating Malaysians? There are rumours going around that the private colleges paying monthly a token sum to top Immigration officers as well as Malaysia district police station OCPD's to close eyes and thats why the Nigerians or Africans are so bold indoing illegal activities in Malaysia. Is it true the Malaysian immigration officers and all district police captains sharing the loot? What the Prime Minister is doing about this matter?
