Why is the UN Secretary General urging world weather agencies to NOT take daily, real temperature readings?

Even if any of this was true, how exactly would we STOP global temperatures from rising by raising taxes or giving tax money to poor nations? This is just a "global" tax, isn't it? excerpt...   3. Because the UN Secretary General doesn't want politicians to be pressured into denying the very real threat of global warming by people tracking short-term weather phenomenon. It will soon become obvious that the recent global cooling trend was triggered by record low levels in solar radiation. As radiation levels peak again, the Earth will start warming again. Ban Ki-Moon doesn't want the very serious issues our species' face to be obscured by advocacy groups overplaying the relevance of recent weather data.
